No matter how many difficulties come in the way of those who fight for truth and justice, but in front of the struggle, difficulties are always defeated and honesty always wins. A similar example has been set by Dhaniram Gupta, a simple farmer leader from Sagar, who, after a long legal battle for 2 years and 9 months, died only after getting an FIR against the corrupt.

In January of the year 2019, the then Congress government had waived the loans of the farmers, then in the name of farmers, the list of loan waiver up to 2 lakh of cooperative banks was released. There were many farmers in this who claimed that they did not take any loan. In the name of 9 farmers, a loan of Rs 30 lakh 47 thousand 789 was taken out, which was also waived in the loan waiver scheme.

Along with some such farmers, progressive farmer Dhaniram Gupta, a resident of Kesli in Sagar, obtained 900 pages of documents under the Right to Information Act. Knocked the door from the district court to the high court. Gupta was not only tempted by the manager and employees of the co-operative bank who committed the fraud, but also threatened, assaulted and misbehaved with Gupta.

Also implicated in 6 false cases using the influence of police and administration. Finally, on the intervention of the High Court, the Sagar District Court, accepting the complaint on the basis of the documents collected by Gupta, issued orders to the police to register an FIR under the Prevention of Corruption Act on August 31, and the police registered the FIR on October 18. Of.

The then minister Harsh Yadav had also got the investigation done, but no action was taken on the report.

Paloh Sewa Sahakari Krishi Credit Samiti in Keolarikalan village of Sagar district also pasted the list of eligible farmers of loan waiver scheme on 23 January 2019 in the Gram Panchayat building. In this there were names of many farmers who had not taken loans. On 28 January 2019, Gupta made the first complaint with the farmers to Deori SDM.

The SDM sent the Tehsildar to the committee for inspection, but committee manager Vivek Srivastava and his father and former committee manager Avadh Bihari Srivastava did not give the record. The Tehsildar also neither took action for seizure of records nor exerted any pressure, but later the file of complaint and inspection of Tehsildar disappeared.

After this, on the advice of Dhaniram Gupta, the farmers took out certified copies of loan sanction letter, amount withdrawal letter etc. related to their accounts by submitting application under RTI in District Co-operative Bank branch Kesli. From these copies, it was revealed that loans were taken out repeatedly in the name of farmers for the last few years, the amount of crop insurance was also approved and withdrawn.

The then minister Harsh Yadav instructed the Deputy Commissioner of Cooperatives to form an inquiry committee. On 7 December 2019, it was found in the investigation that all the records have been destroyed by the committee. The inquiry committee found that the former committee manager Avadh Bihari Srivastava and the current manager Vivek Srivastava had committed this fraud with the connivance of the then cooperative bank manager Tulsiram Athiya, but no action could be taken on this report.

Get all loan waiver cases investigated by an agency like CBI or EOW

Till there is no systematic investigation of all the loan waiver cases, scams will continue to happen somewhere in the state in the name of farmers’ loans.
